Vampire Bug with max magicka regain

While updating my build I noticed, there's so sorta issue going on with max magicka regain. Previously, I had felt something was off, but my max magicka regain on my vampire character @Tasear is not correct after dragon bones. I should actually be sitting 1810 as I previously thought with vampire instead of 1750 . While I did change builds, both builds had same max magicka reagain over 1800 with vampire and 1700 ish without. Now on live I drop slightly under 1800 so I did more changes, push 2000, but on point if you see this build listed below it has 1800 plus like I remembered, but on live server it's 1700 ish with vampire passives and 1600 without. More support after morrowind changes, I was sitting on 1700ish and was debatting going atlmer for more regain, but instead went vampire. I made of missed something, but I do think something if off here.
