Not getting set bonus

I am building a tank. Sword and shield on both bars. I have 2 shields of endurance and 2 swords of agility slotted but I am not getting the set bonus for either one. Any idea why?

wrong combination.
only sets on active skillbar count.

use one set for s&b, i.e. endurance

If you had endurance shield and sword you would get a 2pc on that bar, same true with ability.

Only sets completed on active bar counts unless it's a proc such as transmutation that carries over
