How does befoul work

So let say you are using incap which has major defile (-30% healing received).
If I had enough points into befoul to increase effectiveness of healing reduction abilities by 10%, would it increase the major defile from my incap by 10% to make it a total of 40%? Or would it do .3 + .3(.1) to give .33 or 33%?

So if you get +10% from befoul, you get 10% of 30% or 3% more for a total of 33%1 -
