Outfit staff glitch

Xbox one, North America
On one character, I’m using a costume and a weapon only outfit. The staffs are two different styles in the outfitter interface, but out and about in the world both staffs are rendered as the front bar staff. The skills bars switch- the staffs just look identical. Only happens on one character.
If I take off the costume, the problem goes away. Style of staff and costume seems irrelevant.
