Ring of the Prophet lost its stats... what happened?

So I was excited to discover while leveling up an alt that the 1 piece set "Ring of the Prophet" that was a reward at later levels (40? 45?) had really nice stats for a 1 piece. It was something like a 1600 Health bonus with an Arcane trait that said it was around 1200 Magicka! Well, imagine my horror when I looked at the same ring today, and now it says 80 Magicka and 98 Health!!! What the heck happened and can it be fixed?

Also, it won't let me enchant it with a Truly Superb spell damage enchant. The Ring has NO level specified, so I assumed you could enchant it with any glyph.

If you are now Champ Ranked, it is the Scaling that happened. The ring in question is an L45 item. Nothing is weaker in the game than a Leveling item being viewed by a Champ Ranked Character, esp one that is fat with Champ Points. You need to be L45 to see/use the max scaled stats for the item.

Because it is an L45 item, that is the level of Glyph you need to apply it to. However since it is character bound, and useless for a Champ Ranked character, just vendor it now.

Aw man, that's so depressing, LOL. I was totally gonna build around that ring for this toon!

I know, along with the one you get around L25 and a couple other Prophet items, if they scaled, they would be sweet for an odd build character. Probably OP too.
