We've been noticing this bug with our guildies too. In one of our first dungeon with guildies after the latest patch as a healer in White Gold Tower I started freaking out when I saw our tank taking so much damages and not being able to heal him. I emptied my magicka pool spamming breath of Life / Combat prayer trying to heal him but nothing happened, he was still loosing health and close to death...
We've been doing some digging about it with our guildies and noticed a few things:
everyone was seeing it
when someone's health was dropping there was no way to heal him back for a random time (a few secs or a minute), whatever the class / skill used
that non healing bug seems to be random, it can occur to anyone, anytime, or no one, not once in a dungeon.
After more digging, it appeared that it's not a "non healing" bug. It's more of an interface bug (sorry english is not my mother tong, don't know how to say that). Healings are effectives, but we don't see em. It looks like the game don't notice to us that the person was healed and is stuck at some point where the health of a player was.
For exemple:
tank health's went down to 19%. I'm sending ONE breath of life, no other heal from the group or the tank was sent after that. Health keep staying at 19% after BoL, and in the second right after that tank is taking one of those red circles that should have killed him at 19% health, except it dit not, he was still alive and taking some more slaps from the boss.
We did many experiences this way and it was pretty clear that healing was working, but not showing.
This is a dangerous bug for group content, we need serious investigation from ZoS about it
