What I would really like is a "mount" option that turned your character into a crow or hawk of some sort - no actual flight, just flying along at about the same height your character's head would be while mounted on anything else (so really just a hover, no control over altitude). That sounds awesome, but this wouldn't be allowed in Cyrodiil for sure because of reasons

Polymorph mounts would be fun but I think anything too small would cause issues. An alternative potentially could be a beast polymorph with the ability to have a party member ride on your back.
I would love to see more of a variation in the mount rotations each month, instead of 4 horses in the past 6 months.1 -
