Itemization: Elite Gear Boxes and Rewards of the Worthy

At the moment I’m building two characters I want to PvP with in the near future. They will utilize PvP sets like Transmutation or Ravager. I remember that weapons of these sets were at least occasionally also given in Rewards of the Worthy mails (I specifically remember getting VD swords once). Then ZOS changed it to containers that get sent.
Since then I didn’t receive any weapon anymore, same with jewelry. Jewelry is now only in the end campaign reward in purple or gold quality depending on your ranking it seems.
Then there are the Elite Gear Vendors in the specific alliance bases. They do sell jewelry and most notably weapons. But these are in container boxes. For the weapons the boxes contain five or six sets. It’s huge RNG if you get the desired weapon (regardless of trait, can transmute that).
You can easily sink a couple of hundred thousand AP into the boxes without getting any weapon you wanted. It shows on the regular market. Transmutation Resto staves for example seem to go for 100k gold upwards.
Of course an AP sink isn’t bad per se - there is not much you can spend it on bar 2 motifs, siege and repair kits. Still I think weapons and jewelry should be a more frequent part of the regular RotW containers.
