I think title says it all. In lieu of all the rage about Zaan and how op or not op it is, there has to be a line drawn somewhere between pve and PvP. Both content are important to the life cycle of an mmo and both are equally crucial to making a good game feel great.
Now we know that ZoS' direction with balancing the classes are not to differentiate the skillset. We know that while battle spirit is available in PvP, its not making much of a difference in the overall scheme of things. I thought about it and I honestly feel that the best way to go about balancing PvP and pve is to differentiate the gear sets and limiting them when in Cyrodil and IC and vice versa. So it's basically limiting the number of proc sets that goes into PvP land.
Take for example, the viper set. It was a really good set in pve, allowing good procs for dungeon runs. But take it to PvP... Its just too good. So what does ZoS do? Nerf the set and made it useless for pve. It was the same with alot of many other sets.
However, there are many sets that are unused or basically 'useless' in the eyes of pve'ers. Sets like light speaker, prayer shawl, noble duelist, dreugh King slayer.. These are all sets that really don't offer much in terms of pve diversity. These sets should be reworked, include crit resist to it, make it available to PvP.
Tldr: differentiate sets between pve and PvP, limit them vice versa.
