With the apparent exception that you can only dye weapons under "Outfit". All gear and shields are free under "No Outfit". A little annoying but the end.

I doubt its an oversight, as such. Given that weapon styles and weapon dyes are more expensive than armor styles and dyes, I'm certain that its working as intended.
