Excellent question. Perhaps I'll look later tonight if I have time. Nevertheless, I doubt its a bug that made all the motifs appear in Tier 1 colors, which is what is happening to the Apostle motifs.
If you check ESO fashion, you'll see that the Apostle motif in the outfit system is the same as the crafted colors, just the crafted colors if you were crafting in iron or jute. It looks like even tier 10 crafted Apostle is rubedite red. Why ZOS chose to start there instead of the base NPC appearance I don't know, but if I had to guess its because this takes on the appearance of crafted gear, not dropped gear, and I don't see a crafted option that matches the Apostle dropped appearance.

You couldn't figure out that white and gold were white and gold? I don't mean to be rude but.. what?? There are plenty of variations of white, most of which look the same on the armor. As well as plenty of variations of gold, most of which look the same on the armor. If you couldn't find any of them I don't think you were really trying vary hard...
