I'm not saying where the gamer could keep buying over and over, but have it kinda like a "Starter Pack." Where it helps encourage the gamers experience, like a 500 CP Starter Pack and only could be purchased once.
The OP mentioned selling them like or with a starter pack (with maybe 500 CPs), a one-time purchase. I don't see how that's pay to win.

Which, being able to allot points via CP is pretty much how the competitive advantage occurs.
