The "GOAL" of this build is to get 15-20+ opposing players to chase after your tanky friend into a tight/narrow space, once you've gotten at least 12+ players group up on your friend in a tight/narrow space, then you use Shooting Star on them, then swap to your Secondary Bar and then spam Burning Talons as your friend executes them with their ultimate. I recommend your friend to run Vicious Death as well and if you can use Ferocious Leap, please do so.
Note: While being chased, stay on your secondary bar: sword & shield to help reduce damage taken, also make sure to have 2 of these abilities slotted: Harness Magicka, Dragon Fire Scale or Elusive Mist to help survival from all the attacks. My preference is that one player runs light divines and staying hidden in the environmental structures, as your friend runs heavy impenetrable pulls the opposing players towards your trap.
