Log out to character creation screen?

I just had this happen, no idea how or why.
I have a level 27 AD Sorc in Cyrodil. I use the usual log out routine and go straight into a character creation screen for AD Khajit. I have 15/15 characters already so I don't even know what would have happened had I created a character. Also there was no backing out to the main selection screen, the only choice for that was Log Out. Which, I did....
