While levelling you want to level up as many skills and morphs as you can. You will have different loadouts depending on what you are doing, so, there shouldn't really be any static '100% all the time' loadouts of skills.
This means your 'rotation' as you level is really just optimising what you have.
You can look at a level 50 endgame guide though, and get an idea on skill bar layouts, and such, as well as to help you 'map out' your plan on what skills to level first.
Personally, I focus my all-too-scarce lowbie skill points on class and weapon skills, then passives, then crafting (although I level by decon as I go). I also use Iakoni's skill and gear changer addons, so I have a 'levelling skills' loadout that I hotkey to prior to any quest turn-ins. Also, for weapon skills, you do not have to have the weapon equipped to level the skill. Do a random normal and have something from all the skill lines you are focusing on and they will all get a sweet hit from the XP. (Yes, this means you might be doing a random norm with a dorkey skill bar).
