VMA Quest ?

I have been watching a few videos of people doing VMA. I noticed there is a quest giver at the entrance + a daily quest icon? When I go there the NPCs don't show they have a quest and don't talk with me. What am I missing?

    entering without the quest triggers the NPCs to talk to each other. you have to listen to this conversation and after that, the quest should appear for you
