How is horse speed with a high end gaming rig?

I’m maxed on training, have the cp passive, rapid retreat and the cyrodils ward horse speed passive. The game absolutely can’t deal with that, but is it ZoS or my computer? Can someone with a Cadillac of a pc let me know if they can use that setup for a smooth equestrian simulator. My golf cart pc is probably the culprit.

It's server-side. I have a beast of a PC and have the same problems.

Turn down view distance a little and see if it helps.

No, it's definitely a game engine or server-side issue. I have a remarkably powerful PC but still get the stutter-step sometimes. Rest assured, playing the game on an automatic can-opener is not the culprit.
