What is No clipping?

I was PvPing in IC few hours ago, took down a guy trying to take flag, then he whispered he reported me for cheating by using No clipping, that he could only see my DC mark above my head. Now i thought that was weird, ive seen it before on crappy old imac before i got my new computer, when there was too many players around and bad performance, but Is there a way to do that on command by using some kind of cheat?

    Sounds like he got ZoS’d.

No clip is when your character can go through objects, walls, the floor, ceilings, etc.

No. No-Clip is a cheat that is only possible using 3rd party software, like CE (Cheat Engine).
It literately allows you to walk through walls etc.

Obviously, that's not what you were doing ...

Were you doing anything improper? Any merit to that guy's report?

no. i caught him off guard by the flag, sub assault, uppercut and DB combo then he died, and started sending me whispers

Eh, then he's just another person looking for someone to blame for his death as opposed to looking for ways to improve. In other words, he is a sore loser. Nothing to worry about. B)

One-off reports with no supporting video evidence are probably a dime a dozen. Getting reported over and over and over again may trigger some thresholds, but even then, they're just that - flags. If people actually saw you cheating and submitted videos of that, then maybe there would be something to be worried about. But even bots in PvE get reported over and over with video evidence and nothing happens.
