They have them, I believe they're called "surplus ballista" I think (gonna check in a sec) come from Cyrodiil achievement vendor

Krainor1974✭✭✭✭✭Just join zergs , I myself do a lot sieges both attacking and defending. You don’t have to be good to use siege weapons.

Get with a good guild and join a zerg that is capturing resources and keeps and you can level up PvP quite fast.Enjoy the game, life is what you really want to be worried about.
