Weapon swap/bar swap FPS DROP(not network lag)

I've read about the current lag with weapon swapping, but I'm actually having a slightly different issue. Using a 3rd party program that tracks fps constantly, I'm noticing that weapon swapping is causing me to lose around 10-15 fps for about one second, causing stutter during gameplay. I've tested it while in menu, meaning NO animation is played, and while standing still. FPS drop both times. General PC SPEC:

Its bothersome to have nearly 100fps in the game and have it suddenly jerk around when I weapon swap. Any answers/ideas?
