Blade of Woe not available on Humans in Vvardenfell

In Saint Olms waistworks, there are some commoners you can pickpocket, and used to be able to kill. And wince this is the only way to obtain certain Motif's not being able to do this is rather annoying.

The patch notes say that there was a fix to stop people expoliting the Blade of Wor to kill NON Humans and such, however it seems like this has had an unexpected side effect of preventing the murdering of civilians in Morrowind.

    Just confirmed this seems to be affecting at least, all of Vvardenfell. You cannot use blade of woe on civilians in Ashlander Camp where you get the daily quests either.

    Note that only Nord, Breton and Redguards are humans :)

    Fixed an issue where some non-humanoid or boss-difficulty monsters could be killed using the Blade of Woe.

    Imperials are human. Also, Bretons are debatable depending on the game.

    The poiunt being it did not restive the Blade of Woe to killing Only those regarded as Human.

    It was supposed to stop people killing NON-HUMANOID characters.

    All of the races you can choose from are HUMANOID.

    As such this is a major bug. And it begs the question what is the point of a PTS if such an issue can make it into the live server

    I used blade of woe on several of the usual suspects today in Vivek City (the poor souls who rarely stay alive for more than a minute or two before someone like me brutally murders them). They died as usual.

    Bit off topic here but I had noticed something odd with some Ordinators in Vivec city. They were marked as guards but only had 30k health like the common NPC. Some would approach upon catching a player with a bounty, some would not. In any case they could easily be taken down in combat, were valid pickpocket targets, but could not be hit with the Blade of Woe.

    Today I noticed they are now like all other guards, with their appropriate 10M health and impeccable sense of justice.

    On topic, what I have noticed in that area is that many NPCs are essential, meaning they can't be pickpocketed or killed. I found it odd to see so many but I'm only starting to explore Vvardenfell now. Perhaps that is the issue you found? Still I did murderstab a few random NPC workers today so not all NPCs have become immune.

    Quitting the game completely and reopening seems to have resolved it.

    Still this is a bug, and needs to be dealt with.

    On this subject, what defines the various humanoid NPCs as valid targets for the Blade of Woe? I've noticed that there are quite a few 'classes' of humanoid, normal-HP mobs you encounter that don't trigger the Blade of Woe use pop up -- the most recent of these being the various 'Coral-Splitter' (if I'm remembering the mob name correctly) mobs in the hills between the Direnni Acropolis and the Eldbur Ruins wayshrine. So far, all I've been able to do is to sneak up behind them and put them on the 'no Blade' list if I don't get the pop up.
