How does learning rare crafting motifs work?

So I have a bunch of rare motifs, but I can't teach them to my crafting because he's not meeting the requirements.

I know that there are 2 ways of passives, but which passives exactly do you need?

They are the first ( top ) skill in each of the 3 lines ( Blacksmithing, Clothing, and Woodworking ).

If you look at the motif, it's tell you what you're missing (Big red text). It's usually going to be the first passive in the crafting skill line.
