I will edit a picture tomorrow how would I imagine. Won't make much of a difference, don't think of a huge shrink just slightly smaller.

It depends on how large a grown-up becomes. Doesn't seem too big to me.

The point is, it's a bone dragon made from animal parts that necromancers summoned into existence. None of that is logical so why are you applying logic to only the flying aspect. None of the dragons in any other elder scrolls series (or dragons depicted anywhere else) fly around exclusively 2 feet off the ground so it looks strange and visually unappealing.

To further corroborate my point, this is how they advertise the bone dragon (flying at shoulder height when mounted):

Yes. I know it was reanimated by necromancy, the fact that necromancy exists in Nirn makes dead walking lizard possible.

Stupid thing is much too large. As if it wasn't enough being drowned in people's bears, twilights and clannfear, now we also have to dodge this ugly monstrosity whenever we're at the bank or crafting stations.

It is pretty clear, the larger the Crown Cost - the larger the pet. Doesn't always work like that, but quite often.
The my little pony wasn't exactly little either.

Meanwhile some pets are stuck in the realm of the atoms, like the Nix Hound and Kindlespit Frog. If you made them any smaller, they would fall through the pixels of the ground texture.
