Tanks everywhere! So when did the change happen when heavy armor became the new glass cannon? Heavy armor is getting the same DPS as medium armor for wpn Dmg. I hope to see changes soon.

Heavy armor has always been preferred in PvP for higher resists and healing taken. You're spreading more misinformation by claiming it has higher damage than light or medium though - that kind if statement is the reason everything keeps getting nerfed on the pve side of this game. Heavy will never match the sustain or crit chance of medium (or the mobility for that matter) or the sustain / damage of light.

No changes are needed other than for pvpers to stop complaining

That was a couple patches ago when we had wrath as passive. Now HA has been toned down.

On the other hand, sets like 7th legion or ravager seem to be syronger than Medium, but first, they lack sustain and second, they are proc sets.

You may lose out in 100 weapon dmg or so but in heavy you will get near same dps numbers as someone in medium or light which is completely unbalanced.

You really won't. I'd love to see someone get a 40k parse in 5 heavy armor.

You might not actually be seeing an increase in heavy armor wearers... you might just be seeing an increase to tankiness though.

Why wear heavy armor when you can keep all the medium/light passives (12%weapon dmg/spell penetration/etc) and have over 24k resistances?

Tanks? Or lots of costumes from people who like the look of heavy armor?
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

Heavy armour looks better, that's why you're 'seeing' it everywhere, what with the new outfit system & all.
