Inferior service in Finland

I just saw that Morrowind dlc is on sale on Steam, I thought great I’m going to buy it! To my surprise steam tells me that I cannot buy it because I don’t own the base game. When I go to ESO retail page (their home page) and if I live in US there are several options where I can buy the darn DLC. This is the case with 90% of the countries, like our neighbour Russia, where one reseller is steam. Why are people in northern countries excluded from buying this dlc from steam like others?

For me this crappy and inferior service in 2018 where all countries (even when part of EU) are not treated equally means that I will not buy your darn Morrowind dlc and my ESO Plus membership ends today (when I can finally log into my account).

I’m sic and tired of these companies treating customers like trash and expect our money. Bye.

Did you purchase the game originally through Steam, or directly through ZOS/the website? If you didn't buy it through Steam initially, you can't buy new Chapters and content through Steam. It's because of how it's set up on Steam's end.

    This is correct .

Well it is bit confusing because when I go to eso site it shows who the retailers are by country. With Finland and Sweden there is only crown store mentioned when most other countries have also steam (or/+ others) in the list. That made me think that I could buy the game from steam in other countries then use the key to unlock the dlc from my account. If I'm wrong then I cannot really blame Zenimax but Steam which isn't surprising that it only wants me to play through their platform. But I'm fine without the dlc, atleast others are part of ESO Plus membership.

To be honest, my rant/disappointment wasn’t just because can’t buy this game on steam but in general where the industry is now and where it has been heading. Dragonian user agreements where we don’t own anything, greedy practices, companies asking for more but giving less, badly optimized buggy games…

You can't buy any DLC for any game on Steam if game is sold as non-Steam version, too and you don't own it on Steam.
    Simple as that.

So if you bought ESO outside of Steam, you can't buy DLCs or ESO Plus on Steam because you don't own Steam version of the game in the first place. And ESO is not a region locked game:

If you want ESO on Steam, you have to rebuy it on Steam and when game loads first time you can link your ESO and Steam accounts.

I don't play ESO since 15.06. because Cyrodiil is broken since Summerset (PvE isn't much better, too)...

Aldmeri Dominion (PC Europe via Steam)

The cowardly Wood Elves are best noted for their unwillingness to engage in a face-to-face attack; a Bosmer will strike at you from every side except the front. You won't cross swords with a Bosmer, but you might catch an arrow in the throat. Be wary in forests and jungles, and watch your back.
