Don't give them ideas for extorting more money out of people. I can see it being right up their street charging more money to return an account. I would never cheat at the game or even try but that doesn't mean charge money for a closed account, it's a no from me.

You may condone cheating and exploits but I believe they have to be punished for their actions with fines.
In the EULA there should be legalese stating that you will be charged a fee or fine that you agree to pay in order to "unlock your account" if you are found to be cheating. It will be accompanied by a MAC ban for the modem and the NIC. This will forbid you from making additional accounts on that IP/PC/Hard Drive/Motherboard. In order to get your account back, depending on the severity and/or number of times this happened, a fee will be levied on your account.
Until this fee is paid your account and characters will be in a locked state and unable to be logged into. The first offense will be $100 or $100 worth of crowns. The second offense $300 or $300 worth of crowns. The third offense will be $600 or $600 worth of crowns. This can be paid partially by crowns and the remainder by real money to cover the difference and a payment option will be offered to pay it down over time. The ban will also prevent use of the same credit card on a new account or any credit cards used on the banned/locked account.
Fourth offense is a permanent ban where your character is deleted by the GMs at a "gathering" in the center of the town once a month.
