In the entire 4 year history of ESO, have they ever done a rollback? I have been here since PC beta and cannot remember a single rollback. I have seen weird things happen in Cyrodiil where I seemed to lose brief bits of progress, but that struck me as the server being overloaded, not a purposeful undo of player progress. I cannot recall a single rollback done, by design, by the ZOS team.
had one event during first day of new life festival, got the Shadowfern quest, did an dolmen and caught one fish, was logged out and back in Eastmark without fish.
This however felt more like an character roll back to last save (ESO internal backup of character)
An multiple hour rollback of server is very unlikely, it will only happen if you get very serious corruption, say all bank content is lost. That would cause an rollback and it would happen fast and pretty much all would agree on it if only way to get bank content back.

They would not do rollback because of exploits unless game breaking, bonus xp not in any way.
First reaction to this would be to take down the servers hard, no warning just kill. Then they can do an emergency meeting.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
