For those like me who already have 14 max levels characters a new character slot should be available in the Crown Store. I was wondering what level I had to achieve to get 1 free storage coffer so that I don't senselessly spend Writ Vouchers on one that I'd otherwise get free. I checked back with the amazing post on the PTS forum detailing the leveling rewards.

The “Storage Coffer, Fortified” collectible can now only be obtained from the Level Up Advisor at level 18. - as per patch notes 3.3.2
If you're like me and you always have your main house filled to the max don't worry, you can slap down your new chests in any house, offload some items, and then later when you put copies of the chests in your main house the items will become accessible there, too.
Of course, you might end up purchasing a new house from this patch.

Level 20: A costume of choice and a Fire Atronach Crown Crate Choose one: Lion Guard Knight / Covenant Scout / Mages Guild Formal Robes (Tester comment: I also levelled a second character to 20 (but no higher!). The level 20 rewards included a choice of the 2 costumes I did not pick the first time through - post#53)
If you're planning on running a
Jurvuld's Guidance build to boost the duration of support buffs check this amazing guide. I suspect it'll be re-tested and update on Live fairly quickly, as it's entirely possible some effects were updated based on testing done on PTS.
Getting the new Hat is incredibly easy:
GET AN EXCLUSIVE HAT
Journey through Tamriel with an exclusive hat: the Renegade Dragon Priest Mask, yours to claim simply by stepping foot in either of the new dungeons
If you don't want to get the chests in the crown store (I've no idea if you can get them all there, or what that'd cost) you will need
1200 vouchers or 1.2 million Telvar. I've been saving up Vouchers for quite a while and got way more than the 1200 needed, but as they are not trade-able in any way you'll have to learn how to farm IC or... well, if you've not been learning traits and motifs for a long time there's no sensible way to get into crafting in such a way that you'll be able to get chests. I have no advice aside from getting your guild to go to an unpopular pvp campaign and farm the hell out of the Imperial City.
There's 2 new Battleground maps which you can't choose to visit and likely will never see.
Dye Stations become Outfit Stations so nothing further is needed from you there. Your dye station in your home will just change to an outfit station. They will not
visually change and if you care about that you can get the new style with writs.
Everyone will receive one free customizable outfit per character, and can unlock additional outfits in the Crown Store. These outfits are character-specific.
In other words, each toon has one slot. You want more the Crown Store is the only place to get one. The leveling system grants an outfit change "token".
For those of us at max CP, remember to spend 30 CP on each character. I managed to forget to spend them on 1 character for months this last time around.
Check out the new Voucher vendor NPC right next to the old one. I logged my toon off right there so I could immediately get chests and unburden my poor alts of 320 items they are overstuffed with.
If you do make a new toon from the 15th available character slot remember to park them next to the Stablemaster for the next 120 days. Again. But just imagine how great you'll feel when you finally pay the Stablemaster your 2700th, and final, time!
You get 3 Crown Crates as you level up and hit 50 on your new character which are Fire Atronach on the PTS. I would hazard to guess they'll be some other type should you do this in the future.
Remember: level up rewards only occur
one per acccount so once you get them on one character, you don't have to do it again... except I think that pets and costumes are repeatable. But they're old stuff you likely already have if you cared in the first place.
Here's something I stupidly overlooked despite having it in mind when I started this post, so thank you:
checklist item: if you're leveling a new character, obtain all but the last bag upgrade (from 130 to 140 slots, price should be 64.5k) prior to reaching level 7.
