No, they announce the time the servers go down, not when they will come up or the download will be available - they won't know those things themselves although they'll doubtless have a target timetable -which no developer would share with his customers in case things go a bit awry.

I know a developer that does tell you how long the servers are expected to be down. If they are 30 minutes late on getting them back up, a dev( not a customer service rep) posts on the forums about it giving people an update.
They also fix most bugs within a week and sometimes within 48 hours. They take bug fixing seriously, because people will learn to exploit them quickly.
This developer is the standard i hold all developers to...and they pretty much all fail.I see not (prioritizing) fixing bugs within your game while pumping out new content to be lazy and greedy.

I imagine developers tend to adopt an approach that is appropriate to their community on the forums. If a developer knows that his community is supportive and understanding when things take an unscheduled turn then he's more likely to be up front about such things than if he knows that he only has to speculate on a non-committal expression of preliminary intent to be accused of lying and breaking his promises when it turns out slightly differently. No wonder most developers keep their intended timetable to themselves! I've certainly known a few who started out being open and up-front about such things but learnt the hard way that by doing so they were only making a rod for their own back so they stopped.
I don't know any developer who doesn't have a team working on bugs while a different team is working on new content.
