What this misterious surface supposed to be?

It happens in Vvardenfell only. Does anybody else have this glitch?
There's a normal ground surface hidden behind this thing as you can see at the second screenshot.

One of the two of us definitely has gone mad. It only remains to define whether this one is the whole world or just me.

    When they first released the 64 bit client I got this glitch all the time. Especially in Cyrodiil. But now well over a year later I hardly ever see it anymore.

    To answer your question it was usually just the texture for the road in various places all over Tamriel. I am not sure what your texture is suppose to be. The way you sink into to it suggest a small puddle of some kind but that seems out of place for that area.

    If you really want to know just logging out and in again will usually fix the problem.

    I get that a lot in highly populated instances. for example, during that jester festival, Auridon used to be like that more often than not when tp'n in. I also get it from time to time when dashing to an undaunted enclave. Sometimes during those particular ones if i run into it, my character will just run on the spot without me even touching anything. Once it renders the character can be controlled again.

    That usually happens when there's a puddle or something that your computer hasn't processed yet. I get it when it rains in high traffic areas.
