Bulwark champion passive is bugged

For some reason the passive only works with shields and not shields and frost staffs like the description says. I experienced the issue in the NA PS4 server.

It is bugged.
I notice with frost staff that you do not get 1500 resistance on my lv 6 Templar.
Same with shield equipped.0 -
DiemexSoul ShrivenYup. It's been bugged for at least a year now. I reported it twice and heard nothing.... I doubt it will ever be fixed.
I should note though that it does work with a shield equipped... which is useless for me as none of my chars use a shield.

Does your staff perhaps have an enchantment on it that provides this already ?
As you can see from my screenshot that's not the behavior I'm seeing.0 -
