Every once in a while some dark voice soul of dusk talk to me where ever I am and what I do help, getting annoying to hear the soul of dusk narratoring my game play

I'm going to hazard a guess and wonder if you've got Grievous Ward (shield from ICP) equipped, as it's infused with Lord Warden Dusk's animus and he'll talk to you (okay, yell at you) whenever you unsheathe it.

Icp? Also I just found out is it a bug or just part of the game

Imperial City Prison. It's the reward for completing the dungeon.

It's deliberate, as I said, the shield literally has his Daedric equivalent of a soul contained within it. And he's none too happy about his predicament.
