New Player Query - Can you mix staff skills on ability bar?

I have noticed on one of the "goto" build sites - for a mag dragonknight in this instance - that the recommend bar abilities for a destro staff have one slot filled with a healing staff skill. great idea, but I cannot get it to work when in combat. The reverse is also the case for the recommended healing bar setup. What am I missing? I did not think, nor can I get to work, mising staff skills across the different staves. Any advise would be appreciated

You can't use weapon skills on a bar where that weapon is not equipped. So I can put a bow skill on my dual wield bar to level it, but if I try to use it, I'll get a little message that says "You must have a bow equipped to use this skill."
