i would think that if they wear a hood, they dont want their ears getting wet, or ears revealed to let others know what their race is
For Races with much more prominent "Head Gear", Head coverings can be constricting. The "Ear bulge" in Hoods for Khajiit was a step in the right direction, but I suggest a version of Hoods that just cuts out the fabric altogether, so Ears can remain free.
This custom made Hood from an Armor Mod on my Skyrim character shows what the idea would be. Specially designed Hoods to allow space for the Ears to remain uncovered.
Example of a Dark Elf, shown in the first ESO Trailer, with his ears free from the Hood.

It completely covers chars ears. Anyone can just sneak on them and slit their throat or something.
Even regular headphones can block sounds to some extent.. Imagine wearing a solid leather helmet with thick coverings on your ears.
This is especially stupid since khajiits are cats and hearing is probably one of their strongest senses.

I think the point is that wearing hoods/hats whatever is so that one's ears are covered. The only exception I think would be reasonable is exposing bosmer/betmer/altmer/etc ears as a kind of fashion.
Anyway, it seems more absurd to suggest man ears have cutouts since man ears are the smallest, but IMO it's just as weird to for mer to have ear cutouts but men to not--because of the exposure to the elements issue.
Also, it looks like mer ears in TES are generally not big enough that a hood would cause much discomfort if at all. Khajiit at the most might have problems depending on ear size, but it makes more sense for khajiit to have custom style hoods to accommodate their ears. Ear cutouts just don't make sense outside of being a fashion statement.

I don't understand where all this importance over protecting the ears is coming from. The Hood is meant to cover the entire Head itself, not just the ears. Ears are nothing but skin and cartilage, exposing them to the elements isn't going to kill you, and they need to be unobstructed in order for one of your senses to function properly.
Like you said, Human ears are small and fit more easily inside head coverings, there's no need there, and of course aren't included in the title of this thread. Those Races with large ears are.
Khajiit specifically would have developed a sensitive hearing for their environment and hunting culture. Why would you want to muffle that out in the field?
