Cleanse Heal Doesn't Crit

As the title states the heal from Cleanse does not crit. At least I have never seen it crit. Is this a bug or intended?
I thought it was intended as it heals based on max health but now that the DK and Warden heals that are based off max health can crit i'm not so sure. I don't think dark deal crits though so it's just confusing to me.
