IIRC, TTC is not banned. However it has been wonky for various people (myself included) - e.g. errors on loading in-game. I am not sure whether this is a particular PC/network config issue or what, but there you are.
Essentially what I wind up doing for the time being is going to the TTC website instead and alt-tabbing to it whenever I need a quote.

It was bad for business to have that thread sticky on top. It was what, two years old and over 100 pages since a dev responded to it. It was a black eye that wouldn't heal. So ZOS covered it up.

What does pvp have to do with TTC? I sell nodes. TTC helps you know what price to sell for. It does not pvp for you.
