Question regarding AOE/Single target DoT damage after bar swap

Hi all,
I'd love if some experienced players could clarify something for me. I’ve read here on the forum that the DoT damage is scaled from the bar one is currently on.
Let’s assume I’m playing “dead” PVE MDK with my skills arranged as follows:
I’ve tested a few skills using Combat Metrics and the AoE DoT ticks decrease in magnitude after the bar swap to Inferno.
Is the overall damage loss substantial or insignificant?

- Inferno staff with shock enchant: mostly ST (Lash, Embers, Engulfing Flames, Ele drain, Star Ult)
