DB Killing Spree in Kvatch shown under wrong quest category

DB Killing Spree contracts (kill 3 citizens in some city/area) are always shown under the "Guild" category in the quest journal, regardless of the target location. However there seems to be one exception to this which is quite confusing: when the target location for the Killing Spree contract is in Kvatch, the quest is shown under the "Gold Coast" category instead of the "Guild" category.
