Should the proc set crit nerf from Homestead be undone?

As many people know, about a year ago during the Homestead patch, proc sets were changed so that they could not crit anymore. As far as I know, that was mostly a poor attempt to address proc sets that were a pain in pvp. Since then, said sets have been individually nerfed and are rarely seen in pvp now. With that, should the proc set crit nerf be reverted, and if so, why?

It would make it easier to balance proc sets in pve and pvp:
In pvp you can lower crit damage. Right now they just deal a certain about of damage that can not be reduced by the one of most important stat in pvp (impen)
In pve crit chance and crit damage modifier are extremely important and those sets can not benefit from which them makes most of proc sets useless in pve.

✭✭✭✭NoThere's a lot of changes I don't agree with that have happened in the past few years. The removal of critting procs in not one of those things. When tooltips already list 12-15k, it's just a bad idea.
It would just punish people not wearing 5 heavy armor, and personally I'd like Medium and Light armor builds to still be viable.0 -

See, that's the 'fake news' bit thats bolded.
Players keep saying that. Especially PVEers who want to be live it. But ZoS said that it was nerfed that way because it was over performing in PVE based on their stats. And also with the hope of reducing the PvP burst from them.
I know who I believe.
