Mages' Fury (Sorc execute) - behaviour of the AoE?

This question pertains to Mages' Fury and both its morphs. Extracted from the tooltip:
If the enemy falls to or below 20% Health within 4 seconds, an explosion deals an additional x Shock Damage to them and y Shock Damage to other enemies nearby.

So... regarding the AoE damage (the bolded portion)—does it behave as a normal point-based AoE and also damage the primary target, in addition to the aforementioned single-target damage? Or does it strictly apply to other enemy units around the primary target?

The context in which I'm asking this is to discern whether the Mages' Wrath morph (which increases the AoE damage) will result in greater single-target damage than Endless Fury, the alternative morph.
