Stamina Templars like to stack Stamina because the skill power of the light's damage only scales with stamina (and the amount of damage you can do).
Typically though you want a happy medium for PVE.
PVP depends on what you are doing.
Stampars will stack stam for power of the light and skill spamming.
I stack weapon damage on my Gankblade.
Stamsorcs want Crit (because they heal off crits) although crits are much worse in PVP.
Stam dks also use a lot of weapon damage

To elaborate a bit, the damage calculator takes both your weapon damage and max stamina into consideration. The higher either is, the harder you hit (and the higher the value of any stamina based ability that has fluctuating values...like heals. More stam = better heals, more weapon damage = better heals). There are no caps on either max resources or max weapon damage.
In terms of how much power you get as you add stamina, it can fluctuate, but as a general rule we can consider 1,000 more max stamina to be roughly equivalent to 100 more weapon damage. (This isn’t exact, and if you want to learn the math go for it, but a 10-to-1 ratio is easier to remember).
If you look at the 2, 3, 4 bonuses on any set, Zos considers them all exactly equal in value to one another. So on a gold Cp160 set, if it provides max stamina as one of the buffs it offers 1096 max stam. If it offers weapon damage, it gives 129 weapon damage. So in their mind, these are the same value. The weapon damage provides a little more punch, however, because they’re taking into consideration that you can spend the stamina...it’s value is both in making you hit harder and in increasing your stamina pool.
Vet players would typically favor more max resource over weapon damage in this meta because resource management is so important. But usually we are picking sets for their more important 5th buff, and most players are happy with either. They’re close to the same thing in terms of power.
What does take a bit more balancing on a character is your weapon Crit rating. It depends on your class and build, but most builds seek to balance their Crit rating in the 50-60% range. Here there can be diminishing returns. A cp160 gold item would offer 833 to your Crit rating if it’s one of the buffs...this raises the characters rating about 3%. If a character has a Crit rating of 35%, then they’ll probably get more power out of a Crit buff than a max stamina buff, but if they have a rating of 65%, they’ll do better with stam or damage. But there are a lot of ways to increase one’s Crit...it’s always best to explore abilities or bar configurations before chasing after more Crit in a set.
Pve dungeon boss fights can last a while, so it becomes more about accounting for what deals the most damage than simply stacking stamina.
Top off physical penetration at 18,000 first, either by relying on group sets like night mother's gaze, Alkosh and Sunderflame or by wearing Twice Fang, Kragh's or Spriggan's.
Next weapon damage and crit both can add a lot to damage. 129 weapon damage tends to be around 2.5-3% more DPS. Daggers for the crit, 10 percent extra crit tends to be around 5-6% more damage, it varies and drops off if you already have a lot. Nirnhorned mainhand, infused weapon damage glyph in the offhand are also typical to maximize the weapon damage.
Stamina has pretty much the least influence on a damage calculation and doesn't buff light and heavy attacks near as well as weapon damage. It can be good to have for bursting through trash mobs, but you can sustain through a long fight with any amount of stamina.
*Edit* And fighters guild skills and passives will help with stacking weapon damage.
