It makes it take longer to quickly change alts. Yeah, it is only 10 seconds, but add to that the time it takes to get back to the character select screen, and then to load the new character, and it all adds up. It also seems to take twice as long, just because the person is in a hurry.

They could do that, I suppose. That seems to be what happens if you just quit, or ALT-F4, I think. Your character just stands there until the server decides you shouldn't be standing there anymore. I am guessing this could be quickly, like in 10 seconds, or maybe even longer than that.
If you ever quit the game like that and come back and your character is dead, that is probably why. Several times, I have noticed that food has counted down a few minutes while I am logged out. I can only imagine that I was just standing there doing idle animations for a couple minutes. I have tried to catch this using two accounts, but have not seen anything like it, yet.
Whether they can do that for a logout really depends on when during character load they place it in the instance. They probably cannot do that if the character is still standing there, and you can be sure that some people would be using that to quickly log out and log back in on the same character.
Interesting fact. Non-combat pets arrive a few seconds before the character does. Several times, I have come across a pet just standing there doing an idle animation, and a few seconds later, the character appears and runs off.

If you alt f4 without logging out, your character will be still in game till you will remove eso from task manager. (processess) That's why you can't catch it by second account, logging out puts your character out of the world instantly, but alt f4 still leaves eso on, just hidden.

After pressing ALT-F4, the ESO executable will clean up then exit with no further action required.
