Bar Swapping

I've noticed this a few times now. There is something odd happening in PVP where you can't swap your bars. I understand that there are several mechanics at play with stuns and CC's or even off balance but bar swapping shouldn't be affected by any of these mechanics once you break free. I also understand that lag can play a part in this mechanic as well but lately it has been happening a lot. More than usual as a matter of fact. Is there any particular bug or exploit that is allowing this type of mechanic to continue for more than 10 seconds?

maddiniiLuna✭✭✭✭I habe bar swapping on the ^ key. When I accidentally press shift + alt my keyboard changes and the key changes with it. As a result I can't swap bars anymore. Did you try setting an alternative key to bar swapping?
If that's not the problem and it's not cc then maybe it truly is a bug.0 -

✭I have it set to my mouse and no other bindings. I just dont know if its a stun or a stagger or some other form of CC that is causing this. Maybe its just lag I don't know but zos should be looking into this because it happens to everyone in PVP.0
