At what level...

Hail and well met, all,
At what level do you start putting together your BiS, final gear set?
Basically I'm wondering at what point I should start putting forth time, money, effort for that final set of gear that will carry me to the end if leveling?
50? A bit later? At 37 I do farm for specific sets, but I don't really care yet what tier or exact properties they have. I'm currently a mix of Darkstride and Spriggarns green and blue with whatever traits they came with.
When though should I really care and work towards BiS? PvE only by the way.

CP 160, otherwise it's just a waste of gold.

You can make do with lower level gear until that point no problem. No reason to waste expensive mats and gold.

CP 160, because thats (currently) the max level. When you have reached 160 CP, you can grind your BiS gear as well as more CP's, to be able to do end content soon.
