Power Surge Progression Stuck (PC/NA)

The Power Surge skill for my High Elf Sorcerer has been stuck on III (3) for a couple of months now, yet I use that ability in nearly every attack in combat. The progression bar is stuck about a third of the way through and won't budge regardless of how much I use the skill.

Using the skill has no effect on XP. So do you have it slotted on your active bar when receiving XP? If you kill enemies on your front bar weapon, only that weapon and the skills on your front bar are receiving xp.

If you have it on your back bar, just switch to it when finishing quest to receive the reward xp for back bar skills.

Ah, thank you! That's precisely what must be happening as I use it constantly but have it sitting on my back bar. While I don't see the benefit of these front-vs-back bar limitations (for example, sorcerer daedra that disappear when you switch bars), I never made the XP disconnection. I just assumed if the skill was actively applied, regardless of it's bar position, that it would assume XP. That makes more sense to me than a rarely used skill increasing XP simply due to it's bar location. At any rate, this clears it up. Thanks for the enlightenment.
