Leveling Siege Shield

Does this skill level incredibly slowly, or am I experiencing some kind of bug?
I put a point in this skill well before I put one in Flare. Although I was swapping them back and forth for a while, eventually they were on the same bar all the time, before I morphed Flare.
Now, the morphed form of Flare is at rank IV, while Siege Shield is still at rank 1 a long ways away from being morphable.

✭✭Yes, I am aware of that. But if I've leveled the other skill on the same bar to morphing and then to maxed, I would have thought Siege Shield would have made more progress. I should just unslot it and re-slot it and see how it does.0 -
