Completely overhaul snipe and rapid fire, swapping the 2 skills, with obvious adjustments

If this option means give Bow proper spammable attack with bursty (and dawnbreaker level cheap) ultimate I am all for it. Could be hurtful to bow ganking, would improve bow in pve and pvp combat.

perhaps people will stop complaining about snipe and bow builds would actually be viable

This is a great idea and would seriously help Bow builds be viable and fix snipe spam in PvP at the same time. This seriously cannot be ignored!

Reduce the Ult cost so it is comparrable to Soul Assault

Reduce the cost AND activation time (needs to start instantly like Soul Assault). ALSO: each hit of the channel needs to apply/refresh a Hawk Eye stack.

I started a thread more than a year ago suggesting the swap of Snipe with Rapid Fire. It was met with overwhelming rejection, perhaps ESO has changed enough that players can see the merits of such a change.

Mostly players were afraid of Snipe being too powerful as an ultimate. Some of the DW/Bow PVE players were afraid of losing Ballista as a back bar option. Some of the PVP bow gankers were afraid of losing Snipe spam ganking.
