They announced Morrowind on January 29, 2017. Super Bowl ad was February 5. Homestead was released February 6 on PC.
The huge announcement variable is if they bought ad space for this year's Bowl on February 4. If so, we'd definitely get an announcement before Dragon Bones.signing off1 -

Q1: Thieves Guild (March 2016), Homestead (February 2017), Dragon Bones (February 2018)
Q2: Dark Brotherhood (June 2016), Morrowind (May 2017)
Q3: Imperial City (August 2015), Shadows of the Hist (August 2016), Horns of the Reach (August 2017)
Q4: Orsinium (November 2015), One Tamriel (October 2016), Clockwork City (October 2017)
So I expect the Summerset Isles themed chapter in the Q2 window, late May to early June probably.
