Bound Aegis/ Bound Armaments auto casting?

I feel like I'm taking crazy pills as I cannot find any posts about this anywhere, but apparently a few of my guild members are experiencing similar behavior.
Starting around Morrowind or so, both of my sorcs' Bound skills started automatically toggling on any time it is not already active, and primarily appears to be triggered by either using an ability, blocking, opening a window, or talking to a NPC. It seems to be on some sort of timer and toggling the ability off will often give me a few minutes to dye my costume or what have you before becoming garishly purple once more, but does inevitably toggle back on eventually. Often, whatever triggered the toggle will be overridden by the Bound cast, exiting from crafting or talking to a NPC in the process. Bonus points for the auto cast to be triggered by casting Bound Armaments/ Aegis, causing it to immediately turn back off.
A minor annoyance to be sure, but my breaking point was being repeatedly canceled out of the outfit designer on PTS in order for my stamsorc to reapply Bound Armaments (I would prefer to not be glowing purple when designing an outfit). I had no addons active on the PTS, so this does seem to be a base game behavior.
Anyone else notice their sorcerers insisting on always having their Bound skill toggled on, or have I missed a setting somewhere?

✭✭✭✭✭The only thing I notice with it is that if you have it toggled on and change zones it will appear to be off. But, it is still toggled on and the effects do not reactivate until you draw weapons or use a skill.1
