Seems like a ZOS troll move to put so many “owned” items around the writ turn in area.
i do 6 toons per day every day and i havent picked up anything accidently in months. if you do this daily, you have issues with coordination, or where you point your mouse cursor. in fact, you probably arent even looking at where you are aiming before clicking. thats wholly your own fault and the only thing required to fix that is for you to change how you target and click things. there is no reason to change the game.

the reason the game doesnt need this is you dont accidentally flog stuff while casting aoe. If you cant handle your cursor, youve had too much skooma. As has been previously pointed out as well, aim higher. looking at the ground instead of where you are going, you deserve what you get. even if its just a plain old staff.

Perhaps the guards need a little training to understand the difference between a hungry kitten borrowing an apple and other things which are also not crimes but that the city authorities seem to dislike for some reason.
